Monroe County, Indiana has a small probation department that has developed a program of intermediate sanctions, starting with total custody, where defendants are placed in jail. Moving along the continuum of intermediate sanctions, this program moves defendants out of jail through a variety of correctional programs in the community, eventually releasing them from custody all together. This program has saved Monroe County significant money in jail custody days. As a result Monroe County has the lowest cost per individual of all of the counties in Indiana. Why is net widening a concern in using intermediate sanctions?
